Rising fuel costs, fears of a diminishing supply of fossil fuels, and a desire to end American dependence on foreign oil have spurred the federal government and many states to encourage the use of alternative energy sources. On March 17, 2006, Governor Jim Doyle signed 2005 Wisconsin Act 141, increasing Wisconsin's Renewable Portfolio Standards to 10% by 2015.
